The 2016–2017 heating season in Pavlodar, Ekibastuz, and Petropavlovsk has been passed through as usual without serious upsets in equipment operation. During this period, performance indicators have been improved, which resulted from the modernization of heating networks that is in progress in regions. 

Delivery of heat energy within the heating season in Pavlodar city was amounted 2 850.590 ths. Gcal, in Ekibastuz city – 1 362.980 ths. Gcal, in Petropavlovsk city – 1 565.772 ths. Gcal. In comparison with the previous heating season quantity of process upsets significantly reduced: in Pavlodar – by 31.1%, in Ekibastuz – by 54.3%, in Petropavlovsk – by 14%. It should be also noted about absence of emergency cases.

Positive dynamics of performance indicators was formed in the result of implementation of heating networks modernization projects within the investment program conducted at facilities of CAEPCO, JSC. As is well-known, a high percentage of network wear and tear is typical for heat supply system throughout the republic. In Petropavlovsk, this indicator was 66.92% (at main networks – 75.41%, at distribution networks – 58.43%) as of the 1st January of 2017. Wear and tear indicator with respect to heating networks of Pavlodar as of the same date was 75.45% (at mains networks – 76%, at distribution networks – 75%), and in Ekibastuz it is equal to 80% (at mains networks – 78%, at distribution networks – 82%). Equipment wear and tear entails a high level of heat energy losses: in 2016 in Petropavlovsk Heating Networks, LLP they were equal to 31.16% of 1 890.3 ths. Gcal of heat energy delivered to network, in Pavlodar Heating Networks, LLP – 31.78% of 4767 ths. Gcal delivered to network. A factor that considerably affects the existing situation is ownerless networks and existence of heating networks in the balance sheet of consumers. For example, according to calculations of Pavlodar Heating Networks, LLP total heat losses in networks of the private sector is about 56 ths. Gcal/year. Losses at such facilities are compensated by nobody.

To improve operation of the heat supply system and eliminate above-standard losses in Pavlodar, Ekibastuz, and Petropavlovsk cities within the investment program extensive works are being performed. Total amount of investments in modernization of heat supply system of these three cities for the 2016 – 2020 period  will be 25.95 billion KZT at the expense of borrowings from the European Bank for Reconstruction and Development, public subsidies, and own funds of CAEPCO, JSC. In the past year, 11.31km of heat networks was modernized for a total. In 2017, construction and modernization of heat pipelines is planned using preinsulated pipes in the extent of 32.56km including in Pavlodar – 3.4km, in Ekibastuz – 21.8km, in Petropavlovsk – 7.36km, as well as restoration of insulation using PU foam pipe covering at pipelines in the extent of 6.74km: in Pavlodar – 1.03km, in Ekibastuz – 4.01km, in Petropavlovsk – 1.7km.

Moreover, in 2017 Pavlodar Heating Networks, LLP will allocate additional 575.3 million KZT for replacement of 16 930km of pipeline and repair of 25 424km of heat insulation within the frameworks of repair stock funds. In Petropavlovsk, 407.2 million KZT will be allocated within the frameworks of repair stock funds: it is planned to replace 12.6km of pipeline and repair 4.1km of heat insulation.

Experience has shown that low readiness of consumers' housing stock adversely affects the passing through the heating season. As a preventive measure regional heat supply services now raise awareness of condominiums with regard to timely preparation of housing stock with meeting all operational requirements. In the near future, there will be free training courses for chairmen of condominiums based on Petropavlovsk Heating Networks, LLP. Upon visiting these courses, chairmen will familiarize themselves with basic principles of heat energy housekeeping in a residential house, with obligatory measures and technical features of house heat-power equipment.

Thus, by the forthcoming heating season the work will be continued in all directions that affect high-grade heat supply in CAEPCO, JSC presence regions.
