Heat supply is a socially significant and actual theme everywhere. The issues related to the heat power industry are so relevant due to the fact that about 70% of local heat transport systems have been already used for 30-40 years, some of them with an expired running life of almost 15 years. The necessity of modernization of housing and utility infrastructure as well as the field of heat power supply was mentioned by the President of the Republic of Kazakhstan Nursultan Nazarbayev in his address “Nurly Zhol – The Path to the Future”.
Today, the Ministry of the National Economy of the Republic of Kazakhstan is working on the Concept of reforming of heat power supply industry for increase of the efficiency of the sector by the means of increasing coefficient of efficiency at heat power sources up to 85%. Moreover, it is planned to modernize up to 6 thousand heat power sources and up to 7 thousand kilometers of heat power supply networks. Actually, for execution of scheduled repair, modernization of equipment and construction of new objects it is necessary to obtain significant investments – without such investments settlement of problems of heat power industry is not possible. Furthermore, actions should be taken by the state, as well as by the other players participating in the heat power industry.
Experience of “CAEPCO” as the private company in raising foreign equity for modernization of heat power networks is unique, as the corporation raised financing from large international institutions: EBRD in amount of 4,5 bln. KZT, Clean Technology Fund (CTF) in amount of 10 mln. USD. The volume of own funds, invested by the holding amounts to 1,5 bln. KZT.
It is important to note that actions within the frames of EBRD and CTF loans do not solve the problems of heat power supply in the regions of Company’s presence. Contributed funds are enough only for maintenance of heat power supply system in Pavlodar, Ekibastuz, and Petropavlovsk. In this region “CAEPCO” JSC implements the Program on modernization of centralized heat power supply system since 2008. The works are performed in three following directions: improvement of reliability of heat power supply, efficiency of power usage, reduction of losses and improvement of environmental standards.
Today, “CAEPCO” JSC executes reconstruction of expired heat power supply networks at the Company’s objects, as well as construction of new heating main applying PU foam insulated pipes for reduction of losses of heat power and increase of the term of pipelines’ operation. Briefly, I will highlight the interim results of the program’s implementation. For the period of 2009-2014 within the frames of investment program and loan of EBRD, the Company performed reconstruction of 9 kilometers of heating networks, renewed the heat insulation of 5 kilometers of pipelines in Petropavlovsk. Furthermore, at the expense of EBRD loan the Company executed assembling of the automated dispatch control system (ADCS) at 25 objects, which allows to observe the whole picture of the quality of heat power supply and to make timely operational decisions in case of exceptions and deviations of the parameters of heat power source from the normative indicators.
For the period of 2009-2014 the Company executed reconstruction of more than 3 kilometers of district and main heating networks with increase of diameter and partial usage of pipes in PU-foam insulation in Pavlodar and Ekibastuz.
Own funds of the enterprise in Pavlodar were devoted to the reconstruction of 7,8 kilometers of main heating networks. Among other issues, by virtue of EBRD loan the Company executed repair works of network pump house № 2 with additional installation of three pump aggregates in Pavlodar; reconstructed 7,7 kilometers of mainline heating networks in Pavlodar and Ekibastuz; replaced more than 5,2 kilometers of heating insulation of pipelines from glass wool by PU-foam pipe covering in Pavlodar and Ekibastuz. During the last two years “Automated informational and measuring complex” is being implemented: the installation of tools for collection and transmission of data in Pavlodar from 43 heating sites of remote users, dispatching control station №4 and central heating stations № 2 and № 36.
I also would like to draw the attention to the project of implementation of ASCAHE – systematized transmission of the data from the metering tools through the signal centers to the server. Since 2009 up to 2014, 565 data transmission signal centers of ASCAHE were acquired and installed in Petropavlovsk. Such metering tools provide a relevant accounting of heat power consumption, protection from non-authorized access to the information, as well as preventive care of heat power theft.
Besides that, enterprises of “CAEPCO” JSC use the most advanced technologies for investigation of the resources of heat power losses: tools of thermo-vision inspection for control and diagnostic mainline pipelines, and ultrasonic rest instruments.
Also I would like to mention that one more significant aspect in our heat power supply is the fact that: organizations perform activities for provision heat for population, but is it effectively consumed? According to the data of experts of UNDP, working in Kazakhstan on the project “Elimination of barriers for rise of energy effectiveness of utility heat power supply”, 25-30% of power saving may be reached at the side of consumers, in other words, in houses. That is why it is necessary to execute work on heat power saving among the population. Heat power supply system in Kazakhstan needs significant reforms and should be initiated from each consumer.
