Since 2009 and till 2015 a program based on the decree of the Government of the RK "On approval of ceiling tariffs" was in force in Kazakhstan. 47.4 bln KZT was invested to the combined heat and power stations of PAVLODARENERGO JSC thanks to the income derived from the ceiling tariffs for electricity generation. As a result aggregated capacity of the renovated turbines units amounted to 392 MW from 662 MW installed electric capacity of three stations of PAVLODARENERGO JSC.

As of the end of 2015, within the Agreement on the implementation of investment commitments, in accordance with the Law of the Republic of Kazakhstan "On Electric Power Industry", commitments of PAVLODARENERGO JSC were fully implemented. The amount of investment commitments within the year amounted to 9, 677 bln KZT.
