Heat-and-Power Plant No.3 is expanding its capacity /M. Rozen/
As is well known, boiler unit No.1 is currently being repaired at Pavlodar Heat-and-Power Plant No.3 of “Pavlodarenergo” JSC. This repair work is a part of a large-scale investment program adopted by the energy sector. We asked chief engineer of Heat-and-Power Plant No.3 – Andrei Vyacheslavovitch Alexandrov, a question about the progress of repair work and anticipated results of heat-and-power plant reconstruction.
- Overhaul and reconstruction of boiler unit No.1 is the beginning of a large-scale work aimed at expanding of the heat-and-power plant's capacity, - said A.V. Alexandrov, – boiler unit commissioning planned for the forth quarter of the current year will allow for increase in steam production by 420 tons per an hour. What is this needed for? We need this in order to ensure operation of new turbine No.1 installation of which we plan for year 2011.
- So, boiler unit No.1 and the corresponding turbine operation will result in electrical and thermal power generation capacity. And how great this increase in capacity will be?
- After commissioning of turbine No.1, which is planned for year 2011, heat-and-power plant capacity will be increased from 440 to 505 MW of electric power and from 808 to 998 Gcal of thermal power. These are the estimations of investment program.
- What is the current progress of work?
- Work is executed in accordance with schedule. Boiler unit repair work was commenced this spring and its completion depends on many factors including timely delivery of equipment, but so far so good and work is executed within normal limits. Also, foundation is currently being built for turbine No.1. We anticipate that equipment will be put into operation in accordance with planned schedule.
- What is the current situation with preparation for winter and heating season?
- There are totally six boiler units at the station and out of this number five boiler units are operated now. We have accomplished current repair of boiler unit No.3 and overhaul boiler unit No.4 and, as it was said above, currently boiler unit No.1 is being repaired. As this boiler unit is put into operation, heat-and-power plant will reach its full production capacity. Last winter could be called anything but mild, yet, heat-and-power plant No.3 operated through all heating season without any accidents and collapses. We have all and any reasons to state that our plant is ready for winter and we will not have any emergency situations in the course of heating season through the fault of the plant.
- It is customary to assume that Heat-and-Power Plant No.3 is an “industrial” plant, which main task is to supply electrical and thermal power to industrial companies located within the nearby industrial area. Is it really so?
- Of course not. Our heat-and-power plant supplies heat not only to industrial companies but also to a part of residential area. For example, it supplies heat to timber mill village, himgorodok and other micro-districts of the city. However, it is in the sphere of competence of Pavlodar heat supply network.
As it is known, President of the Republic of Kazakhstan – N.A. Nazarbayev, who visited Pavlodar Heat-and-Power Plant No.3 two years ago, said that our country can substantially increase production of electric power only by reconstruction and modernization of the plant’s units. Execution of investment program at Heat-and-Power Plant No.3 can be considered as accomplishment of the task set by the head of the state to energy sector.
By the way, high hopes are laid on Heat-and-Power Plant No.3. Comparing to the two other Pavlodar power plants, Heat-and-Power Plant No.3 can be considered new one. For example, Heat-and-Power Plant No.2 reconstruction planned by the investment program of "Pavlodarenergo" JSC does not provide for increase of its production capacity. At the same time, residential development activity in the city of Pavlodar implies an increase in heat supply. In order to satisfy demand of Pavlodar city for heat, "Pavlodarenergo" JSC carries out reconstruction of heat supply network. Currently executed work of Heat-and-Power Plant No.3 production capacity expansion also serves for this demand satisfaction.
