“PAVLODARENERGO” JSC has launched commissioning tests of a new turbine unit № 1 and reconstructed boiler unit № 1 on Pavlodar CHP-3.

December 9, 2011. “PAVLODARENERGO” Joint-Stock Company has completed assembling and launched commission tests of a new turbine unit № 1 and reconstructed boiler unit № 1 on Pavlodar CHP-3. This project is a part of the Company’s investment programme for 2007-2013 that envisages modernization of generating and transmission assets with the purpose of enhancing their effectiveness, reliability and productivity and corresponds to the tasks of governmental programme for forced industrial and innovative development of Republic of Kazakhstan.

Ceremonial launching of upgraded equipment on the CHP-3 was accompanied by a teleconference whereby the President of the Republic of Kazakhstan, Nursultan Nazarbayev, congratulated population of Pavlodar region with a successful realization of this so significant infrastructure project. “Turbine, being launched at CHP is essential for the whole Kazakhstan… Your region is ahead of others for execution of investment programmes, you are working for not only for the benefit of region but also for all its citizens”, – President of Republic of Kazakhstan mentioned.

Design costs of the largest investment project of the enterprise made up 12.2 milliard Tenge. Financing of the technological modernization of Pavlodar CHP-3 is made by means of own funds received by “ceiling tariff” programme.  European Bank of Reconstruction and Development (EBRD) also participating in financing of mentioned programme, in 2007 EBRD allocated a credit of 30 million dollars to “PAVLODARENERGO” JSC. 

Performance of the mentioned project will bring an opportunity to meet the growing needs of existing and potential consumers, to increase the reliability of the CHP-3 electric network and supply of the first category consumers with the steam of industrial parameters. Launching the new turbine unit № 1 will increase the installed electric capacity of the CHP-3 to 505 MW and heat capacity to 998 Gcal per hour.

Reconstruction of the boiler and its auxiliary equipment will provide a reliable operation of the station in a wide range of loads with increased ecologic and economic indices. As a result of full replacement of the main boiler equipment, changing the combustion mode and installing dust-collecting equipment, emissions have been decreased for 5 times.

“This project is of great significance for the whole power utilities industry of Kazakhstan. Government of the RK enacted the Regulation “Approval of ceiling tariffs” which enabled power engineering companies to include the investment component in the tariffs and direct the gained facilities to the reconstruction of their equipment. At present we can state that the first project within the framework of “Ceiling tariffs programme” has been successfully implemented”, - commented this event a Chairman of the Board of Directors of “PAVLODARENERGO” JSC, the President of “CAEPCO” JSC, Yerkyn Amirkhanov.

“PAVLODARENERGO” JSC is a member of integrated power utilities holding “Central Asian Electric-Power Corporation”, which is the largest private power energy company in Kazakhstan. The corporation unites energy enterprises that perform generation, transmission and sales of electric and heat energy in Pavlodar, North-Kazakhstan regions and in Astana city.
